National Risk Protection Program
What is the Period of Cover for the National Insurance Program?
General Liability Insurance, Club Management Liability Insurance and Personal Accident Insurance
31st December 2007 to 31st December 2008 (both at 4pm Local Standard Time (in accordance with Policy Wording).
How does the club join the National Risk Projection Program?
Upon affiliation each year, clubs are provided two options in regard to insurance (as per Section 10 of the National Club Affiliation Form):
- Option 1: Purchase General Liability Insurance through the National Insurance Program
If the club selects Option 1, they must pay the allocated premiums to receive coverage within the National Insurance Program. By opting to purchase insurance through the National Program, the club will receive cover as per the National Insurance Program including General Liability and Club Management Liability.
- Option 2: Do not purchase General Liability Insurance through the National Insurance Program
If the club selects Option 2, they must supply evidence of their own Public and Products Liability, including Professional Indemnity and Property cover, and comply with the National Insurance Standards. This evidence must be submitted to the State Association upon affiliation. The National Insurance Standards are an affiliation requirement for the sport of gymnastics and are governed by the Association Members and Gymnastics Australia. Please refer to the Club 10 for further details regarding affiliation requirements. By opting not to purchase insurance through the National Insurance Program, the club will be excluded from the General Liability cover within the Program and will only receive cover through the club’s own insurance.

How does the club pay for insurance?
The insurance premiums are allocated by the State Association. JLT Sport does not collect any insurance premiums directly from Associations or Clubs. Please refer to your State Association for details regarding requirements for payment and affiliation fees.
What cover does the club receive within the National Insurance Program?
- General Liability Insurance (including Professional Indemnity).
- Club Management Liability Insurance (including Directors and Officers, Employment Practices and Employee Theft).
- Personal Accident Insurance (including Capital Benefits, Non-Medicare Medical Benefits and Loss of Income Benefits).
How can the club prove that we have General Liability Insurance?
If you are asked to provide proof of insurance by anyone (e.g. a local council or a property owner) you will require a Certificate of Currency. This is an initiative introduced by JLT Sport to gymnastics clubs and is only available to affiliated clubs who have paid for insurance through the National Insurance Program.
What is covered within the National Insurance Program?
Gymnastics is a unique sport and therefore requires guidelines to ensure the intended activities of the sport are covered within the scope of insurance. Gymnastics Australia’s Education Framework provides the basis upon which the sport of gymnastics is defined within Australia. It will therefore be used as a guide to determine the scope of cover within the National Insurance Program. This means that if your club or coaches are conducting activities outside these guidelines, they may fall outside the scope of the insurance cover. If however, your club or coaches conduct activities that may extend beyond the scope of cover and/or involves any of the following please contact JLT Sport to ensure that cover can be confirmed with the insurer: dance programs, circus activities, multi-sport programs, school-based programs and outdoor events.
What is Gymnastics Australia’s Education Framework?
Gymnastics Australia’s Education Framework outlines the competencies all accredited coaches must possess in order to hold a Level 1 or Level 2 Coaching Accreditation. Learning outcomes based on the competency standards are the basis on which all Coaching Courses are delivered. Therefore, when coaching gymnastics it is expected that these competencies are met and maintained. Anyone providing gymnastics activities beyond the Education Framework may find themselves at risk of being beyond the scope of insurance cover. Specifically, coaches are expected to hold an accreditation that reflects the nature of the activities undertaken. GA offers a range of accreditation courses that are designed to teach coaches competencies aligned with particular gymsports and coaching philosophies. Coaches are expected to gain and maintain accreditations that reflect the activities/skills they are coaching!
Example 1: Gymnastics Australia’s Kindergym Accreditation is for coaches who work with children under the age of 5 years. Specifically this accreditation includes early childhood competencies for coaches. Gymnastics Australia’s standard expects all coaches working with children in this age group to hold a Level 1 Kindergym Coach Accreditation.
Example 2: Gymnastics Australia’s Level 1 Coaching Courses are designed for beginner coaches. These courses do not cover the full breadth of gymnastics skills. For example, salto activities are not a component of these courses and are not taught to beginner coaches. Coaches who require these more advanced skills should undertake formal training such as a sanctioned workshop or Level 2 Accreditation.

Example 3: Gymnastics Australia’s accreditation courses are designed to reflect individual gymsports. Whilst some of the accreditations have "like minded" competencies, the philosophy of how these competencies are presented to the gymnast can be quite different for each gymsport and or program type. Coaches are expected to gain and maintain an accreditation that specifically reflects the activities/skills they are coaching. For example: A coach of a General Gymnastics program (recreational) should have a General Gymnastics accreditation. This accreditation is supported by a unique philosophy that focuses on the 4 f’s (fun, fitness, fundamentals, and friendship) and includes competencies associated with a range of gymsport skills/activites.
Is the club covered for fundraising events?
Yes, club fundraising activities are automatically covered under the National Insurance Program. If however, you believe your proposed activity may extend beyond the scope of cover and/or involves any of the following please contact JLT Sport to ensure that cover can be confirmed with the insurer prior to the activity: 4WD rallies, jumping castles, water activities, rides of any kind, large crowds or events involving security personnel.
Is the club covered for school holiday programs and come’n’try days?
Yes, school holiday programs and come’n’try days are also covered under the National Insurance Program. However, it is important to note that this covers the club and not the individual participants for Personal Accident claims. To ensure individuals are covered for personal injuries, the participants must be registered. For further information please refer to the Personal Accident section of this web site.
Are the club’s committee members covered?
Club committee members are covered for any Wrongful Act committed in their capacity as office bearer within the Club Management Liability policy. Wrongful Act includes any error, mis-statement, misleading statement, act, omission, neglect or breach of duty. This cover is provided within the Club Management Liability cover. Your club must be a legal entity to receive this cover. It is an Affiliation requirement for clubs to provide evidence of their Legal Status. Please refer to Club 10 for details of the club’s affiliation requirements and legal status.
Is the club covered if we discover that one of our committee members has been stealing money from the accounts?
Yes, the Employee Theft coverage section under the Club Management Liability policy covers the club for losses suffered as a result of theft or forgery by an identifiable employee (including volunteers) whilst in the regular service of the club.
Are external contractors working on our premises covered?
No, external contractors should carry their own public liability insurance.
Where can I find a Personal Accident claim form?
Personal Accident claim forms can be downloaded from this web site.
When should I send in a Personal Accident claim form?
A claim form should be completed and submitted as soon as you become aware that you will be making a claim. You do not have to wait until after you have completed your treatment for your injury.
Do I need a claim number before submitting my claim?
No, you will be issued with a claim number shortly after the claim form has been lodged. This claim number can then be used on any further documentation that needs to be submitted in order to support your claim.
Is the Medicare Gap claimable under the Personal Accident Insurance policy?
No. The Health Insurance Act (Cth) 1973 does not permit the Insurer to contribute to any charges covered by Medicare (including the Medicare Gap).
This means that any charges for treatment from a Doctor, Surgeon, Anaesthetist or Surgeon’s Assistant are not covered. It also means charges for X-Ray, some MRI scans (if Medicare registered) and Public Hospitals are not covered. In addition, there will be no refund in respect of:
- Any expenses recoverable by You from any other insurance scheme or plan providing medical or similar coverage or from any other source except for the excess of the amount recoverable from such other policies/plans.
- Any expense to which the National Health Act (Cth) 1953 or any of the regulations made there under apply.
What is the Excess/Elimination Period under the Personal Accident Policy?
There is a $50 excess in respect to making a claim for non-medicare medical treatment. This amount will be deducted from any reimbursements that you are entitled to. If you are making a loss of income claim you are subject to a 14 day elimination period which also takes into account any accrued sick leave or other entitlements. This means that any loss of income during this period is not claimable.
Is the cost of Ambulance transport covered under the Program?
Yes, Ambulance transport is a non-medicare medical expense and as such is covered under the Personal Accident Section of the program. It is important to remember that the cost of ambulance transport is expensive and may exhaust your total benefits, therefore not allowing you to claim any further non-medicare medical treatment. We encourage all participants to become members of their State Ambulance Service to ensure 100% coverage.
Can I claim on my Private Health Insurance as well as the National Program for personal injury claims?
The two insurance policies will work together. You must initially claim on your Private Health Insurance and then use the National Insurance Program to act as a safety net for any non-medicare medical costs that exceed the limits of your Private Health Insurance. Please note that you cannot claim on the same costs twice.
Can I claim loss of income benefits if I only work on a casual basis?
No, you can only claim loss of income if you are employed full time. You will need to have your employer complete the loss of income section of the claim form.
Can I make more than one claim during the policy period?
Yes, you can make more than one claim within the policy period. It is important however, that you obtain a clearance from your treating physician prior to returning to participation in gymnastics.
Is Buildings Insurance (i.e. fire and theft) provided under the National Insurance Program?
No, your premises and its contents are not covered under the National Insurance Program for any material damage or theft. However, JLT Sport have recently released a new insurance product called Asset Protect. Asset Protect will provide cover for these risks and more.
